California Department of Corrections & Rehabilitation Can Reduce Recidivism to Less Than 10 Percent

Greetings Gov. Jerry Brown and California Department of Corrections and Rehabilitation Secretary Matthew Cate from an anti-recidivism specialist with an unconditional guaranteed proposal.

We will teach and train transformation principles to 40,000 potential releasees during the next 24 months. We want to begin July 1, 2011 and continue through June 30, 2012. We will teach and train each of these individuals how to achieve a successful life after prison. We guarantee outstanding results. In other words, we will refund our fee for any person we teach and train and who is actively involved if that individual returns to prison within the next five years, through 2016.

We want to achieve the absolutely unheard of objective of a recidivism rate of less than 10 percent during the five years of our program.

Let’s work the numbers!

Let’s estimate than each of these individuals as crimiinals commit at least $100 per day in crime costs, such as thefts, damages, etc. That’s an estimated $28 million per week in the damages of crime alone. Let’s further theorize that police eventually apprehend 75 percent of these criminals and prosecutors return them to prison. That’s 28,000 criminals returning to the system at an estimated incarceration cost of $25,000 annually. That’s a conservative estimate, of course.

On the other side of the ledger, let’s say that 36,000 of those 40,000 criminals become change conquerors and became transformed from community predators to community contributors during the next five years. Let’s further estimate that they each add earnings of an average of $20,000 annually (another conservative estimate) to the California economy.

Which set of numbers work best for you?
